The official name for it is同 の 字 点 , but it is also commonly called ノマ(noma), or ノマ点 because its resemblance to those two Katakana characters.
Note, it is not considered a Kanji character, but an iteration mark.
As such, it has no readings, it just repeats the sound of the character preceding it.
If you want to type it on your phone or computer, you can try typing おなじ, どう, or くりかえし and then converting. It should appear as one of the options.
