I was learning the way to say "when" (temporal clauses with 時, toki) with present or past tense. But my book says that there are more "twists and quirks" with it. Can someone tell me more about this particle?

It isn't a particle. I can think of three functions real quick.
1. 7時 (じ)--> 7 o'clock
2. 時間 -(じかん)> a time range
3. 同じ時 (おなじとき)-> at the same time

But i was referring to the temporal clauses (in Genki II, 16th lesson).

I was actually just thinking about it today.
You also have
子供の時から。。。Since I was child..
子供の時に。。。 When I was a kid..
その時は。。。Then..
Maybe that is what you meant with particles. I'm not sure if those are a temperal clauses.
One more using verbs:
花火を見ているとき、雨が降っていました。When we were watching the fireworks it was raining.
After 今、you'll also use a comma to describe time (so the comma is like a marker?).
I hope it was of any help. There are probably a lot more usages, and also exceptions.

One of my favorites is:
若い時
wakai toki
when (I was) young
Example:
若い時にゴジラが大好きでした。
wakai toki ni gojira ga dai suki deshita.
When I was young, I loved Godzilla!
Not only does saying this amuse me (and, it's true!), it's a great, simple example of how 時 (toki) can be used as a temporal reference. You can easily replace 若い with other descriptors.
