does 「びっくりする」mean "to surprise" or "to be surprised"? I found it different with google translate.

It means "to be surprised".

Looking at the sample sentences is a good way to work out the meaning if you are not sure.

鳥たちはその猫を見るとビックリして飛び去った。
The birds flew away in alarm when they saw the cat.
