Why is the kun reading とお not written とう ?

There is no difference in the pronunciation between the two, but there are some exceptions where the hiragana とお is used instead of とう.

Examples:

十日(とおか)

通り(とおり)

遠い(とおい)

When words with the long vowelトー appears in the on'yomi it is always written as とう.  For the kun'yomi, it is almost always written as とお.  The reasons for the differences has to do with how the pronunciation came from the original Kanji from China, and also how the words have evolved from ancient Japanese.
