Hello! Could you help me please to understand. Can I use the word 'pika pika' when talking about the new jewelry which sparkles because of the rhinestones and beads on it? Thank you.

You can! ピカピカ has both the meaning of something that gives of or reflects light and sparkles, and of something that is shiny and new, so that would be a good case to use it.
