Hi Praba,

 

before the Heian Period (794-1185) there were only words for blue, red, white and black.

So "blue" stood for various shades of green and blue, it just stuck for all that time.

 

In the 1960s traffic regulation changed to make green traffic lights slightly blueish. So to justify the tradition to call certain green things blue while also conforming to the international standard of green traffic lights.

Before the 1960s there where both blue and green traffic lights around.
