As far as I am concerned, then 休みましょう means "let's rest" in this case any verb that gets the しょう ending turns into a strong suggestion of doing something. Another one of the sort would be 休みませんか "why don't we rest", but as you can see and feel it's a bit more polite and easy. So to compare these two, the first one expresses strong suggestion that is almost like already made decision when the second one leaves a space for actual choice and is less pressuring.
